Q.1. Where is STI located?

Ans. STI is located at Plot No. 7, Sector H-9, Near Islamabad Dry Port, Islamabad.

Q.2. What is the organizational pattern of STI?

Ans. STI is an Attached Department of the Establishment Division headed by a Director General having ex-officio

status of Joint Secretary to the Government of Pakistan.

Q.3. Whether STI has hostel facility?

Ans. Yes. There are two hostels for men and women respectively having capacity of 52 beds on double

occupancy basis.

Q.4. Whether hostel facility is admissible to the officers other than trainees?

Ans. Yes. Accommodation is provided to Government Officers other than trainees on payment of prescribed rent

Q.5. What is the charter of STI?

Ans. It is to improve professional skills of the officers/staff of the Government imparting thorough working

knowledge of the Secretariat Procedures and practices.

Q.6. What are major areas of training arranged by the STI?

Ans.

a. Specialized training for Section Officers (Probationar) and Section Officers (Promotional Examination).

b. In-service Training for Officers in BS-17 to BS-19 of various Ministries/Divisions/

Departments/Organizations, etc.

c. Special training courses relating to Information Technology/E.Government.

d. Master Trainer’s Programme in Office procedures & Practices including syllabus of Information

Technology/E. Government under Step-down training Programme.

e. Capacity building training in Office Procedures & Practices including Shorthand/typewriting for officials in

BS-1 to BS-16.

Q.7. What is Specialized Training Programme (STP)?

Ans. Specialized Training Programme is a mandatory Pre-Service training program for the candidates selected

through Competitive Examination (CSS) and Section Officers Promotional Examination of FPSC.

Q.8. How many times a Specialized Training Programme for OMG officers is conducted during a year?

Ans.

STI conducted almost 2 STPs during a year as given below whereas the number of STP depend upon the

examination by the FPSC:-

a. STP for OMG Probationer selected through Competitive Examination (CSS).

b. STP for candidates selected through Section Officers Promotional Examination by FPSC.

Q.9. What is the duration of STP for OMG officers?

Ans. The duration of STP for OMG Probationers is of 24 weeks whereas for Section Officers (Promotional

Examination) is of 12 weeks.

Ans.

The syllabus of STP besides other activities is as follows:-

a. Rules of Business

b. Secretariat Instructions & Office Procedures

c. Secretariat Noting and Drafting

d. HRM in the Federal Government (Paper-I)

e. HRM in the Federal Government (Paper-II)

f. Financial Management in Pakistan (Paper-I)

g. Financial Management in Pakistan (Paper-II)

h. Constitution of the Islamic Republic of Pakistan

i. Economic Management in Pakistan

j. Public Sector Governance in Pakistan

Q.11. What methods of specialized training are in practice in the STI?

Ans. Method being employed is lecture, interactive session, synopsis writing, syndicate discussion, group

research papers, book review, presentations on current issues field visits etc.

Q.12. Whether STI provides the opportunity of training to learn the skill of Stenography and typewriting for the

dependents of Government servants?

Ans.

Yes. Matriculate dependents of Government servants are allowed to participate in the Shorthand &

Typewriting courses subject to the submission of their application on the prescribed form which can be

down loaded from STI’s website.

Q.13. What is a Proficiency Test?

Proficiency Test is a test of shorthand and typing speed (English/Urdu) to increase and maintain the efficiency of federal government employees

Q.14. Who conducts Proficiency Test?

As per Establishment Manual this task has been assigned to STI. No other organization is authorized to conducts this test

Q.15. Who are eligible for appearing in the Proficiency Test?

Only three categories of employees i.e. APS, Stenotypist and LDC belonging to Federal Ministries/ Divisions/ Attached Departments are eligible to apply for Proficiency Test.

Q.16. How can interested employees apply for this test?

Ministries/Divisions/Departments nominate their employees in response to nomination invited by STI.

Q.17. How many Proficiency Tests are conducted in a calendar year?

Normally STI conducts Proficiency Test twice in a year i.e. in the month of April and September.

Q.18.  What is the qualifying criteria for Proficiency Test?

The required speed in shorthand and typewriting for qualifying the test is described as under:-

i) APS having shorthand speed of 125 words per minute with 95% accuracy.

ii) Stenotypist having shorthand speed of 100 words per minute with 95% accuracy.

iii) Typist (LDC) having typing speed of 50 words per minute with 97% accuracy.

Q.19. What is the financial benefit of Proficiency Test?

Proficiency allowance equivalent to two advance increments shall be allowed for a period of 12 months who qualifies in the test.

Q.20. Whether the courses of Shorthand & typewriting are also open for Qasids/Naib Quasids & equivalent?

Ans. Yes. Qasids/Naib Quasids & equivalent having matric qualification can participate in Shorthand &

typewriting courses. In addition, capacity building training courses for Quasids/Naib Quasids etc. are also

conducted separately.

Q.21. Whether STI provides on the job training to the officers/officials in addition to the scheduled training

programmes?

Ans. Yes. On request, STI conducts customized training programmes for the officers/ officials according to the

training needs of the respective Departments.

Q.22. Whether STI engage visiting faculty?

Ans. Yes, renowned personalities, academicians, dignitaries and professionals are invited to deliver lectures to

the course participants.

Q.23. Is there any course fee for different training courses at STI?

Ans. No. Expenditure is borne by the Government for capacity building of the officers/staff.
